An important legislative document printed during the period of political, social and religious upheaval in Goa, Daman and Diu in 1835. The text is signed by the Government Secretary, Adriano Augusto da Silva Pereira, and is dated 16 July 1835.

The first native Prefect (Governor) of Portuguese India, Bernardo Peres da Silva, had arrived in Goa in January 1835. By June, however, following a military revolt fuelled by white/mestiço factions, he had fled to Bombay. The provisional administration in Portuguese India removed taxes on communidades (community lands) and attempted to break the power of privileged, non-native classes. At the same time, the Portuguese government enforced the abolition of religious orders in Portuguese territories, which led to the confiscation of monasteries and convents, and the auctioning of church property. In the aftermath of the consequent turmoil, the city of Old Goa was left largely abandoned.
